Yup, that's the way it works. Certain skills can be obtained through cubing, they are also slot dependent. Example, only gloves can get <Decent Sharp Eyes> and <Decent Speed Infusion>. Cubing for those is super end game though, because most people aim to have two sets of gear with skills, one with skills, and another for dmg.
